NEET counselling refund rules 2026 should be understood clearly before paying any counselling fee. Many students and parents focus only on choice filling and seat allotment, but they often get confused about the registration fee, refundable security deposit, refund timeline, and when the security amount can be forfeited.

What Is the NEET Counselling Security Deposit?

During MCC NEET UG counselling, candidates pay two different fee components:

1. Non-refundable registration fee
2. Refundable security deposit

The registration fee is not returned once paid. The security deposit, however, can be refunded after counselling is over, provided the candidate follows MCC rules and does not fall under any forfeiture condition.

The security deposit works like a commitment amount. It discourages casual participation and helps ensure that candidates take seat allotment seriously.

MCC conducts counselling for seats such as 15% All India Quota, Deemed Universities, Central Universities, AIIMS, JIPMER, AFMC registration, ESIC and B.Sc. Nursing seats under its counselling process. MCC states that UG counselling applications must be submitted only through the official MCC website, and applications through any other mode are not accepted.

NEET UG 2026 MCC Counselling Fee Structure

The fee depends on the type of seat you are applying for and your category.

For Deemed Universities, MCC lists ₹5,000 as the non-refundable registration fee and ₹2,00,000 as the refundable security amount. For AIQ/Central University/AIIMS/JIPMER/B.Sc. Nursing counselling, MCC lists ₹1,000 registration plus ₹10,000 security deposit for UR/EWS candidates, and ₹500 registration plus ₹5,000 security deposit for SC/ST/OBC/PwD candidates.

What If You Apply for Both Government and Deemed University Seats?

If a candidate wants to apply for both government side MCC seats and Deemed University seats, MCC does not ask the candidate to pay both fee structures separately. The candidate has to pay only the higher applicable fee.

In practical terms, if you are adding Deemed Universities also, you will pay the Deemed University amount: ₹5,000 registration fee + ₹2,00,000 security deposit = ₹2,05,000. MCC clearly says that when a candidate applies for both Government Medical/Dental/Nursing and Deemed University options, only the higher fee is payable.

This is important for students who are keeping Deemed Universities as a backup option. Do not panic thinking you must pay two separate deposits.

When Will the NEET Counselling Security Deposit Be Refunded?

The MCC security deposit is not refunded immediately after one round. It is refunded only after the completion of all rounds of counselling.

As per MCC’s refund policy, the security amount is refunded after all counselling rounds are completed. MCC notifies completion on its portal, after which The security deposit will be refunded only after MCC announces the completion of all the counselling rounds and publishes the list of candidates eligible to get a refund. According to the MCC 2026 Information Bulletin, the Financial Custodian is supposed to start the refund process within 15 working days and complete the refund process within 30 days of publishing the eligible list. Once the refund is processed, the candidate’s bank may take around 2 to 15 days to credit the amount.

Simple explanation

You should expect this flow:

Counselling ends → MCC publishes eligible refund list → Financial Custodian processes refund → amount goes back to the original payment account/card

So, if your refund does not come immediately after Round 1, Round 2 or Round 3, it does not automatically mean there is a problem. MCC refunds are linked to the completion of the full counselling process.

Refund Goes Only to the Same Bank Account or Card

This is one of the most important rules.

The security deposit is refunded only to the same account or card from which the payment was originally made. MCC specifically states that the security amount will be refunded to the same account from where the amount was initially deposited.

For example:

If you pay using a particular debit card, the refund will go back to that card linked account.
If you pay from a particular bank account, the refund will go back to that same bank account.

Do not use a random relative’s card, a temporary account, an inactive account or a bank account you may close soon. MCC also advises candidates not to use unrelated card or bank accounts for paying the security deposit, because requests to change the refund account are not entertained.

Use a stable bank account that will remain active for the next few months. Keep screenshots of payment, transaction ID, MCC registration details and bank statement until the refund is received.

What Happens If the Original Account Is Closed?

If the original bank account or card is closed before the refund is processed, the refund may fail or get delayed. MCC says the candidate must keep the card or bank account active until the refund process is completed. If the account is closed, bankers may take a long time to return failed refunds to the Financial Custodian, and refund to a new account may involve additional formalities.

This is why students should avoid using accounts that are about to be closed, changed or blocked.

What Is “Exit With Forfeiture” in NEET Counselling?

“Exit with forfeiture” means either leaving or not taking up an allotted seat and forfeiting the refundable security deposit. Round 1 allows for free exit as per the MCC prescribed process and timeline. Starting from Round 2, there are heavier financial penalties. If a candidate gets a seat in Round 2 and either does not attend or resigns within the allowed resignation period, the security deposit will be forfeited.

If a candidate is allotted a seat in Round 3 and does not report, the security deposit is forfeited and the candidate is excluded from the subsequent MCC rounds. Round 3: Candidates cannot surrender or resign the seat allotted in Round 3.

Do not fill choices casually in Round 2, Round 3 or Stray Vacancy Round. Add only those colleges where you are genuinely ready to join, considering fee, location, bond, hostel, parent comfort and long-term plan.

When Can the Security Deposit Be Forfeited?

Your security deposit may be forfeited in situations such as:

• You are allotted a seat in Round 2 or a later round and do not join the institution.
• Your admission is cancelled because of wrong information during registration.
• You fail to produce the required documents at the time of admission within the given time.
• You violate MCC counselling rules.

MCC mentions that the security deposit will be forfeited if a candidate allotted a seat in the Second Round or subsequent rounds does not join the institution. It can also be forfeited if admission is cancelled due to wrong information or failure to produce required documents at admission.

Can You Raise a Chargeback for MCC Counselling Payment?

No. Candidates should not raise a chargeback with their bank for MCC counselling payments.

MCC states that candidates who have been allotted a roll number should not initiate a chargeback claim through the card issuing bank. If a chargeback is raised, the Financial Custodian or MCC may be restrained from initiating the direct refund. To resolve it, the candidate may have to withdraw the chargeback and produce a No Objection Certificate from the card issuing bank, which can delay the refund significantly.

Simple meaning

Do not treat MCC counselling payment like an online shopping refund dispute. A chargeback can complicate the refund instead of speeding it up.

If there is a genuine refund issue, follow the official MCC refund process and contact the Financial Custodian only at the correct time.

What If You Make a Duplicate Payment by Mistake?

If a candidate accidentally makes more than one payment for the same roll number, the extra payment can be refunded.

MCC says the candidate can approach the Financial Custodian after 10 days of the registration window closing. The excess payment, if any, will be refunded within 30 days of the registration window closing, with an administrative deduction of 50% of the registration fee or ₹500, whichever is less, from each excess receipt refund.

Who Processes the Refund?

The refund is handled by the Financial Custodian.

MCC identifies HLL Lifecare Ltd, a Government of India undertaking under the Ministry of Health and Family Welfare, as the Financial Custodian. HLL Lifecare collects non-refundable registration fees and refundable security deposits on behalf of MCC and refunds the security deposit to eligible candidates.

For refund related issues, MCC lists the email financemcc@lifecarehll.com. For other issues, MCC lists callcentremcc@lifecarehll.com and the helpline number 18001027637. MCC also states that the Financial Custodian responds only to emails sent from the email ID registered with MCC.

MCC NEET UG 2026 Counselling Schedule: Why Refund May Take Time

For NEET UG 2026, MCC’s Round 1 registration/payment window is from 5 August to 12 August 2026, with payment available up to 6:00 PM on 12 August 2026. Round 1 result is scheduled for 17 August 2026, followed by reporting from 18 August to 22 August 2026.

MCC’s 2026 schedule continues through Round 2, Round 3 and Online Stray Vacancy Round, with the Stray Vacancy Round reporting period scheduled from 4 October to 10 October 2026.

This is why refunds cannot be expected immediately after early rounds. Refunds begin only after the counselling process is completed and MCC publishes the eligible refund details.

Pay again only if MCC clearly shows that the earlier payment has failed.
